Carlos Zamora is a seasoned financial executive with more than 40 years of experience in global banking and financial markets. Throughout his career, he has been entrusted with managing billions of dollars responsibly, safeguarding liquidity, and ensuring financial stability in complex economic environments.
Most recently, Carlos served as Executive Director and Head of Asset and Liability Management at First Abu Dhabi Bank USA, where he oversaw funding strategy, liquidity management, and a $1 billion U.S. Treasury investment portfolio. Under his leadership, revenues grew from $4 million in 2016 to $50 million in 2025.
Before that, Carlos was a Managing Director at Amherst Pierpont Securities, where he sold U.S. dollar fixed-income products to Central Banks and Sovereign Wealth institutions around the world — including the Central Bank of Brazil, Bundesbank, Banco de España, the Monetary Authority of Singapore, and the Central Bank of Mexico.
Carlos earned his Bachelor of Science in Accounting from Fordham University, New York, NY.

Carlos and his wife Priscilla have been married for 35 years and are the proud parents of two sons, Carlos Jr. and Luis. Their love for Idaho began on their honeymoon on the Salmon River — and it never left. They have called Hayden, Idaho home for the past seven years.
As Carlos prepares to retire from his banking career, he is fully committed to bringing his decades of financial experience, fiscal discipline, and proven leadership to serve the people of Kootenai County.
